It's so simple that it's hard. The smudging goes in the same way as the lines. You set the smudge tool to 60% and gently blot where you want to smudge.

Maybe it's the contrast between the dynamics of the cloak and the absence of the same dynamics in the dress that make it seem like there is something wrong?
Dunno though. Folds in clothing are a head ache. -- "Mr. B, where's the milk of human kindness?" "It's gone off, Baldrick. It stinks." yup yup!!!
